What is missing from this article it the fact that Florida has one of the most consumer friendly exemptions from judgment laws in the country. Many people relocate to Florida to protect their property from judgment creditors. Trump is probably also seeking to again stiff people he owes money by this move.

Things are bad enough in the US without people making bad situations into personal vendettas. The Governor, and other people in high places should recall that at the end of the Second World War, Adolf Hitler, in his Berlin "bunker" and nursing a paranoid grudge that his German people did not work or fight hard enough to support his Reich-began to order the destruction of his own country's infrastructure and industry. That it was not carried out to the extent he desired is a testament to Germans who began to suspect that their leader,(fuhrer, in German), must be at least a little crazy. How as a country are we going to move forward with the level of hatred displayed here? Many, many people move to other places or deposit their money in offshore havens to avoid taxation. Even with those erroneous stereotypes of us were true, e.g., impolite, loud, discourteous-and they’re not, New Yorkers are among the most progressive, diverse and accepting of our country’s populace. Perhaps one reason he’s decided to leave is because he’s reviled in Manhattan and is unwilling to endure the public ridicule he’d experience whenever he’s out to dinner. When it came time to attend graduate school I never thought twice about looking elsewhere to further my education. What I did learn during my first 22 years, however, was just how many despicable Grifters spoke Queens accents. Trump epitomizes the loudmouth "New Yorker" I grew to despise. I love, however, how this is, in some minds, all New York's fault or that New York will wither with Trump and company moving to Florida. First, the blue states give more to than they get from the federal government. The reverse is true for the red states. So if the blue states go down, where's the money going to come from to buck the red states up? Second, there will always be people who live in New York for the same reason that Willie Sutton allegedly said he robbed banks: Because that's where the money is. And where there's money, there's independence, there's culture, there's luxury. @Lane NY has not demonized Trump; he’s done that himself through his statements, actions, & policies. Frankly, his own efforts have achieved that far more effectively than anything NY could do. The main thing at which he’s been successful is walking away from 6 bankruptcies (in *casinos*, no less!) with his personal assets intact while his investors took the fall. He’s also been successful at stiffing small business contractors whom he knew couldn’t afford the expense & time to sue him. While I’m sure the super-rich appreciate your sympathy for the demands on their time required to protect their wealth (which the rest of us call prudent money management), be reassured that they hire people to do that for them. Surely you don’t want to put all those hard-working investment managers, tax lawyers, & accountants out of work!

"a favorite of the wealthy for tax reasons" To me this headline shows definite bias against the wealthy. It could just as easily read: "a favorite of anyone with enough brains to want to save some tax dollars". We are a Republic comprised of a number of states with different tax codes and tax rates. If a US citizen wants to leave one state for any reason they are legally able to do so. If New York wants to have taxes so high as to drive out a number of citizens, especially the wealthy, to states that offer a better choice so be it. Don't make the headlines biased, just report the news.

The headline inferred that moving to another state to avoid taxes was a bad thing rather than something that was/is completely legal and smart depending on one's state of finances. As things rapidly deteriorate for him, it's much easier to flee the country from PBI, MIA or via the ocean, than from LGA, EWR, JFK, SWF, HPN, or the East River. Yes, Donald Trump may just have leaked his personal plans. On the home front here in Western New York, our insider trading, stock-manipulator congressman, Chris Collins, who admitted guilt and recently resigned, has likewise fled to Florida. He was the first Republican from Congress to endorse Trump in 2016, and has been licking his boots ever since. Collins' sentencing is scheduled for early 2020. So, did he flee to Florida for financial or survival reasons? Within a few months, Trump and Collins will be forced to show their hands. No one should be surprised if they each change their respective residences again rather quickly.

Well as a lifelong New Yorker I remember coming to awareness of him - via the tabloids in the 80s. Even then as a youth I thought, “who is this idiot? And why do I care that he cheated on his wife and now has a 20 something new bride?” (who he of course divorced) It’s only now that I understand how highly highly demented he is - fully and completely and yet still I find difficult to fathom. The sheer and utter demented ness of a 70 year old child. He is only a role model if you have craved dictatorship in America. This much he has tried, from every angle, to achieve. To some success and with terrific and zealous support of his frightened and lockstep Republican Party. I know that his reign of wreckage will pass, and that we will have to pick up the pieces. What he says about this move has nothing to do with his decisions. He is like others leaving to improve his tax situation, not because of Cuomo and DiBlasio. If things go the way they should, his residence should become a federal penitentiary where he serves a sentence for whatever charges can be prosecuted for using his office to further his own ends rather than furthering the country's security interests. When he is done with his time for that, he should spend some more time for the likely determination of his tax evasion and what might amount to racketeering charge in how he handled the real estate dealings in NY.

I was once audited and dinged for $5.87 of additional tax and interest; it was almost a shock that NYS would go through all the time and trouble of a binder full of documentation for such a small amount. But they did. Yet Trump was off the hook? Many New Yorkers will be hurt by Trump's new tax bill that eliminates SALT deductions. Not everyone will be able to relocate. It is shameful that Trump will do so. Repeal the tax act now.

I was born and grew up in Florida but also lived for many years in NYC. As far as I'm concerned he's not welcome either place. I will also add that during my years in NYC (84-98) Trump was considered a joke by most who lived there. He was a belligerent self-promoter, a braggart made of nothing but hot air, and a well known bully who regularly picked on women and people of color. His thin skinned pettiness was regular fodder for the NYC tabloids and he regularly came up in street conversation as a clownish buffoon who it was embarrassing to have "represent" the city. I mean, come on, he couldn't even win NY in 2016 because people there knew all too well what this urban rube was made of. It seems he hasn't changed much in the time since, except now he wants to stain my home state with his bloviating style and criminal ways. The funny thing is the people of South Florida probably don't like him any better than the average New Yorker. Maybe if he moves to a trailer park a good distance from the coast he will finally find "his" Florida people, the kind who admire and see themselves reflected in the mirror that Trump is so found of gazing in.

Have to also consider and add as a possible reason Florida’s unlimited homestead exemption in bankruptcy. There is acreage limits, and time requirements, but in the end it is unlimited. Creditors will not be able to touch the residence in FL, including all the solid gold toilets are attached to it.

As far as being treated poorly by state and local officials, Trump was the beneficiary of repeated tax breaks, tax credits, and tax incentives for most of his real estate deals. His multiple bankruptcies were also borne primarily by the city and state of New York.

But I bet an even bigger reason is he knows he will not get a hero’s welcome if he returned to New York, which has been on to his shadiness for decades. That, more than taxes, is what’s truly sticking in the man’s craw. Citizen Trump will live out his retirement in his own Xanadu, reveling in his own glory and his own revisionist history while his fortune slowly dwindles — and as long as we never hear from him again after 2020, I think I’ll be good with that.

Giuliani must be Trump's tax lawyer. My understanding is that, to qualify for Florida's favorite tax provisions as a resident, one has to reside in Florida at least half a year every year. Presumably, the change of residency for DT will be temporary. After the 2020 election, and before the new president is sworn in, DT will no doubt change his residence to Russia to join Snowden because there is no extradition. It will be interesting to see how well Putin welcomes DT when DT's money laundering and other financial misdealings with the Russians have been exposed and halted. When DT becomes more of a liability to Putin than an asset, Moscow may be much colder to DT than the weather would indicate.

The more one knows about Trump and his history (personal, intimate, business dealings, politically), and the more interactions someone has of him in-person, the less he is liked, trusted or respected - and understandably so. Trump is the school yard bully that runs around spitting on the other kids, kicking in the groin and sucker punching them, but then who cries piteously to the teacher when he finally gets his comeuppance. 'He claims he has been treated so badly by political leaders' in NY, but never considers that this "bad treatment" is well-deserved. At this point, many subcontractors in the NY area refuse to do business with him, given how often they have been stiffed. His campaign, despite taking in millions in campaign donations, stiff city governments so often, many are now asking for the payment of the extra costs associated with his campaign rallies (extra law enforcement, etc.) be paid up front. He has ordered the closure of the zero-emissions Indian Point power plant which provides NYC and Westchester with huge amounts of energy by 2021. The politician to whom I would most like to wish "good riddance" is Andrew Cuomo.

Moving to Florida won't spare Trump prosecution from tax fraud in NY, along with charges for lying to banks, falsifying financial documents, etc. And State charges can't be pardoned away by the president. People, usually red staters, love to bash California or New York as too taxing for wealthy people who are leaving for Texas if they’re from California or Florida if from New York but many aren’t paying the same percentage of total income in taxes as the average person anyways due to egregious loopholes or outright cheating. And they’re often libertarian if not outright Republican in their stubborn selfish opposition to the progressive reforms the state’s people want to bring to pass. Cut those toxic roadblocks loose and let them cheat, ripoff, and obstruct another state. We’ll make due, we always have, and if it means a bit less toxic capitalism, we’ll be better prepared for the inevitable future its bringing anyways. What makes California special is its natural beauty and independent freethinking spirit, not hoards of material goods and piles of cash. Many people make millions and don't pay any income tax because of deductions, shelters, etc. And now with the new Republican tax scheme, many wealthy people can form LLCs and pay at the lower corporate tax rate - raising the individual rates won't affect this. Beefing up the alternative minimum tax and cutting the loopholes are big items.

Florida does not have a state income tax. NYC residents pay both state and city tax. He will have to pay New York state and city taxes in 2019 for the months in which he resided there. Because he will be earning income in the state and city of New York after he changes his domicile to Florida I believe he will also have to pay taxes on that income.

Being a CPA specializing in income taxes, I would recommend to my clients, think twice about living in NYC let alone NY State. The income tax burden, even with the former federal income tax deduction for SALt and the interaction with the alternative minimum tax, was a significant economic cost that could be minimized by telecommuting. Living in another state (e.g., Florida) reduces the burden for reporting income earned in other states. People are leaving these states because of income taxes. The government authorities just do not tell you. In Trump's case, it is more than income taxes, it is all of the other costs (secret service) that will be saved because of the surrounding complexities.

While I am willing to believe that tax levies played a role in trump's move, my first reaction was: Oh, so he is moving to a state which is known far and wide for its generous treatment of the bankrupt. By moving to Mar A Lago full-time, trump ensures that he will control his primary domicile during a bankruptcy. The only head-scratcher is that he may spend all of his years in "retirement" in one court or another and most of those actions will be in New York...unless he is able to plead for changes of venue in each/every case. He is likely to accumulate quite a few "free" air miles...he may well sell them to Melania at a discount.

New York tax authorities will continue to pursue Trump to pay state taxes for a while no matter that he has declared Florida to be his residence. He still gets money from New York, has property there, and hasn't put his Trump Tower unit up for sale. (The Trump Tower unit will go for a much lower price than Trump would want because his misconduct in office has cheapened his brand.) Thanks to the Trump tax cut, he can't deduct much in the way of New York city and state taxes, so he wants to move to Florida to escape the conequenes of his own actions. BTW, he still doesn't physically reside in Florida, so he should pay District of Columbia taxes.

Unmentioned in all this continuing Trump fraud is that Florida protects homestead property from lawsuit recovery (i.e., it is the millionaires tax haven for ill-gotten gain and bankruptcies). This seems to be all about avoiding financial scrutiny as to Trump's taxes and whatever else that may uncover, at least from 2020 forward. Since Florida has no income tax, there will be no Florida tax audits. And, the IRS is controlled by Trump and apparently is doing nothing to meaningfully audit his apparent tax fraud. So that leaves NY to audit his taxes up through 2019. I am not sleazy enough to think of something but I feel certain Trump's attorneys will try to argue that since he is no longer a NY resident, "presidential immunity" protects him from NY's investigation.

Trump probably made the decision to change his legal domicile because he thinks erroneously that he can't be extradited back to NY or the change will present a obstacle in the current NY investigations. I assume that he presently doesn't pay much tax in NY. However, declaration of domiciliary is only one item that is considered for a change of domicile. Others include: (1) State of driver's license (2) Voter's registration card (3) state of automobile registration and (4) contacts with state. In Florida a homestead exemption requires 180 days of physical presence in the state. To have the benefit of Florida's generous bankruptcy protection, Trump would have to be a resident for 720 days, so maybe he is preparing for his next bankruptcy. Final thought, it is very difficult to claim residency for a military person who happens to be stationed in Florida - this seems like an analogous situation.

Though not specific to Trump, this does highlight a very disgusting issue with Florida: their refusal to collect state income and estate taxes as do most other states, and to then use that no-tax status to attract wealthy individuals and businesses from those states. And then Florida, a wealthy state, turns around and expects the taxpayers in all those other states to bail them out after their frequent hurricanes. If there was ever a state that ought to show some self-responsibility and collect a good rainy day fund from its own people, it is Florida.

There are so many ways to collect operating revenue besides an income tax on individuals and businesses. You don’t have a clear understanding about hurricanes. The federal government does not have a program for wind and hail damage. That is run by the state with help of any type from the federal government. The cost of wind and hail insurance would shock you. The flood insurance plan is run by the government and has risk-based premiums, which can’t be avoided. Another way to look at not having state income tax is that you have to pay more federal income tax since it is not deductible from your federal tax. Could it be said that those who deduct their state income tax are grifters and not paying their full share?

@Jim I'm a snowbird who owns property in Florida, and have attended the "become a Florida resident" seminars. The no-income tax status is the number one feature pushed as a reason to become a "resident". I use quotes because often these people don't just pack up and move, but maintain a presence in the old state, paying close attention to what needs to be done to keep the old state's tax collectors at bay. And while there not be a standing program to cover hurricane damage, every major one is followed by a special "disaster relief" bill.

He knows we hate him. Plus, he is about to be indicted in New York State – or will be as soon as he leaves office. He will not escape that day of judgment by hiding out in Florida. I only hope that he takes his ugly, flashy architecture with him. Residents have campaigned to have his name removed from their apartment buildings because having him associated with those buildings reduces the property values. His hotels and Trump Tower are among the ugliest structures in New York City. In addition, I walk past Trump Tower regularly - I work nearby - and am tired of pushing my way through worshipping Trump fans (from out of town). who stand across the street from the tower, gazing skyward, as though expecting a miraculous event to take place on the roof. Moreover, I have spoken to employees of small shops on Fifth Avenue and the side streets, who complain that when Trump is in town, or the crowds get too large, the streets are shut off for security reasons, and they lose business. Yes, these are luxury shops, but the sales people operate on a commission basis. They can’t wait for Trump to leave. All in all, I think that Governor Cuomo summed it up – good riddance!

I may be wrong but since he was a resident of NY until very recently he still has to file state income tax returns for 2019 for income etc received up to the time of his "official"move. One does not get away from a state's income tax just because you move domicile. In fact he has to file for any income he received from NY in 2019 regardless of where he lives. That is the care in Massachusetts and I suspect other states have the same requirements. A family member who was living abroad but working for a MA company had to pay out of state income tax on that income despite not living in MA at any time during the year. And ask any NH resident who works in MA about MA out of state income tax requirements.

Our NYC bedroom communities have developed with excellent schools and cultural amenities, in part, based on a fair taxation system. Now, economics drives many away to the desultory south. Trump added nothing. Good riddance.

I know a couple who drained all the funds from the New Jersey-based business they shared with two other partners and, virtually overnight, escaped with the cash to Florida. There, they were safe from legal action by the cheated partners. Now that his presidency has exposed the house of cards that is Trump Enterprises, I would surmise he's preparing to be as untouchable as possible post-presidency. But while he may escape legal action from some business associates, good luck with the SDNY. There's a reason they say You Can't Fight City Hall...

He was never going to win New York, but moving to Florida will help him secure the much larger Electoral vote there and help his re-election. Pretty funny that Cuomo is now cheering for millionaires to move to Florida eroding the precious tax revenue he loves to spend.

He still has to file a New York nonresident tax return and pay tax on New York and NYC source income as a resident of Florida. His businesses would continue to be liable for filing and paying taxes on NY source income, regardless of his state of residence and are unaffected by his move.

It is true that NY source income continues to be subject to non-resident tax. However, given the consistent evidence of tax fraud on the part of the Trump Organization’s owners, it is likely they shuffle the money elsewhere (Rusher?) to avoid filing it properly.

Hurray! It’s bad enough having him as president, but I hated having him be from NY. He certainly doesn’t represent this city, one of the most diverse cities in the world. Hopefully he’ll sell his apartment and will rarely come here, so we won’t have to endure the closed streets etc. Florida is welcome to him.

Although I assumed he was making the change of residence for financial reasons, as a person of low income and a frugal budget myself, I can barely manage my own finances, never mind consider anyone else’s. And likely this will be the same case for most of his supporters. “Inheritance tax,” for example, means nothing to someone who does not expect to receive or leave an inheritance. And state income tax does not occupy any bandwidth in the brains of those of us who have been laid off from our jobs 5 years before we expected to retire and whose savings do not generate income. Maybe our tiny nest eggs of pre-taxed dollars would be taxed a little less in Florida as we quickly withdraw them to pay the rent, but moving is expensive itself, so we don’t bother crunching such numbers and assume it’s a wash. Thinking about finances is psychologically painful to those of us facing destitution. I can guarantee his MAGA-hat wearers will feel better blaming his move to Florida on meanies in New York than they would considering the taxes of anyone. Meanwhile the super rich like himself who no doubt benefitted from his policies don’t care about anyone or anything.

@Lone Poster: I feel your pain. Every time I see one of his "rallies" I wonder what those people are cheering about. They don't look like super rich people. I don't think they'd really admit that they're not doing well. As a former NYer, I can tell you the taxes are brutal. I live in Texas now. My property taxes are a quarter of what they were in NY! Also, strump is not as rich as he would like everyone to believe. Hence he has hidden his taxes for years claiming they're under audit. He's squandered small fortunes many times. I just cannot figure out how we elected this 4 time bankrupt grifter to be president of the US!

Trump changed his residency for two reasons. The first is that Florida has no state income tax so there will be no state tax records to be scrutinised. Second, NY will continue to pursue him for criminal acts and he does not want to give them any more information. Story written.

You have it wrong. N.J. golf course income. He pays N.J. taxes and thus a return is populated. Same for Westchester, etc.

vh5 The state should have the foresight to hire three shifts 365 days a year to make sure he doesn't abuse the 187 day limit. You can't depend on an honor system in that regard.

New York St. Legislature should pass a law banning the name of Trump to any state or city properties. We cannot be celebrating a such an immoral character with his name on public parks and public buildings. (start with Taconic parkway) Give him back the donated property and charge him taxes on the inflated amount he said it worth when he gave it to the state, And they should also permit any private building the right to change the name and signage of that building if they so desire by allowing them immunity from civil suit for breach of contract. And as one previous commentator suggested: change the name of Fifth Ave. from 55st. to 59st to Obama Way.

Speaking of taxes - remember one of Trump’s early lies as President, that he couldn’t reveal his taxes because they were under audit and so big and complex nobody would understand them? Seems almost quaint in the face of what’s happened since, though one suspects those taxes may reveal why Trump behaves as a Russian operative (see: call-in for Nigel Farage, etc).
