You need the rest of the transcript which makes it clear that the quote in the headline was not based on first hand knowledge by the diplomat, but from reading a politico article. That's a little deceptive, per usual

Where is the transcript from Volker's testimony? What's going on that Democrats are holding closed hearings and then releasing only press releases that support their storyline? We have a supreme Court, we have a Congress, and we have an Executive branch, headed by the President. Currently, the House of Representatives (of Congress) is trying to act as if it is a court of law. It isn't. It isn't even a grand jury. It doesn't have those powers. All it can do is impeach and send the issue to the Senate for trial. The minority in the House and the President have asked that the House have a full house vote on the impeachment. They aren't afraid of trial. Currently, the politicians of the Ukraine have two concerns. Biden bragged in public about strong-arming Poroschenko already. They can be afraid that if they go against his wishes now, he will be in a position to abuse them later. What refuge will they have? And they need to become a stable political state, with a rule of law. As the US is losing it's rule of law, other nations are realizing that the responsibility will all be on them. The United States is in serious trouble. It's military has been hobbled. It's weapons are obsolete.
