Be sure that there's a state of the art security system installed. Costa Rica is not as safe as people think. Especially with a lot of recent migrants from neighboring, unstable countries. Crime is rapidly increasing there. It is no longer as safe as it used to be.

"Fiscal instability" only, no political and social instability too? Today, 12/26/2018, NPR broadcast a story of a crooked real-estate agent in California (?) Who was caught and convicted for selling non-existent apartments in Costa Rica. In buying real estate in Central or South America, the first concern must be the risks of confiscation, destruction, and loss of money.
