Two concerns about this article:
1) Kudlow is an economist? By training, maybe; certainly not by practice, because economics is supposed to be a science (and thus responsive to reality).
2) Regarding Frank Luntz's conclusion that Trump's tax history is a low priority for voters, I'm wondering how the question was asked of his survey participants. One possibility: "How much does this matter to you?" Another possibility: "If the President's tax history were to contain information that suggested conflicts of interest, how important would it be for the nation to know this?"

It's interesting that even though all agree the tax code needs to be reformed, it is more important that a single person's return be seen. A return that has been reviewed by the IRS and accepted in all previous years leads us to believe the income is legitimate. But to have 100's of millions of people suffer the heavy hand of the IRS because the political opponents of a single person want information they are not entitled to see is ridiculous.

Can someone tell my why State Governors, for example, California's Governor Brown who is one of the biggest show me your taxes Trump cryers has NEVER released his taxes and refuses to list all his business connections that he directly profits millions from with laws he has passed, not the voters. Not a single rally or protest has ever been held. I know my state taxes just jumped up. Gas Tax, Registration Tax, Bag Tax, Paint Tax, Wood tax, Smoking Tax (I don't smoke but still what a total ripoff), Soda Tax, Flood Tax and then all the new fees which are just hidden taxes that are then diverted to pet projects to bribe voters in exchange for FREE Everything. The issues are, to whom might he be beholden financially; and how would whatever tax plan he proposes benefit him and his family, as opposed to the rest of us. This guy, Paul Ryan, is the leader of the Republicans in the House of Representatives. The House of Representatives is supposed to represent you. But they don't. They represent the rich who give them money to fool you into thinking they will represent you. This is the same song and dance we've been getting for years. $1.00 for regular folks, $1,000 for my rich friends. Another $1.00 for you, another $1,000 for my friends. In the end you get $260 and my friends get $200,000. Don't get me wrong there are some Democrats who are sell outs. But Republicans sell their soul to the devil and the highest bidder, most every time. We got to start thinking if we want to take back our country from the Republicans and their rich friends. Here is a radical suggestion: resurrect the IRS code from 1957 - adjust all the brackets and the deductions for inflation, and let it rip. Wipe out 60 years of obfuscatory regulation is one swell foop.

The people who actually DO things - who work for a living - pay a higher percentage of their earning in taxes now than they ever have (think: payroll taxes, sales taxes, fuel taxes, etc.) while the rich who live off their investments pay the lowest that they have since before the Great Depression.

And, you know what? My grocer doesn't care if the dollars that I use to pay for my groceries come from wages or investments - why should the IRS treat wages and investments differently?

Reform the tax code is simply more code for make the rich richer. We know from the bad old Reagan days that that means "trickle down" economics that never seem to trickle down to the Middle Class let alone the poor. And to pay for growing the military into an even more bloated entity than it already is, as well as budget for a national infrastructure bill, not to mention pay for that big ol' wall that we don't need, just who will pay for all that stuff? Tax reform means the wealthy will get wealthier -- including President Trump & Family & Inlaws & Company -- while the Middle Class gets its economic back broken (again) paying for everything, and the poor get poorer. Of course, some money will be saved by cutting programs that encourage education, healthcare, the environment and climate change, clean water, safe food, etc. And maybe even throwing millions of elderly under the bus by robbing SS & Medicare and canceling Medicaid altogether.

But, gee, let's not bother the President about his mysterious tax returns. After all, he doesn't have to do anything he doesn't want to, because he won the election.

I was out on the sidewalk (unpaid) on the weekend to pressure my MoC to do something regarding Trump's tax returns. I do not care WHAT he makes. Release the whole thing without numerical information. I want to know what types of deductions he takes, what use he makes of the tax code, what implications his holdings have for conflict of interest, if he has has ever made a charitable deduction, and if he pays any taxes at all. I am sure there is other information that experts could investigate if given the proper information. These have to do with questions of governance. Can anyone trust that DJT has the country's best interests at heart? Tax information would help to parse that.

The idea that income tax reform is 100% of the economy is just plain wrong. During the last century the USA experienced some of its greatest growth in output when income tax rates were much higher than today. Remember the top rate was 48% before the Tax Reform Act of 1986. Investors still made investments and earned profits.

N.B. Tax reform does not require any action by Congress. Like immigration for President Obama, the law can be effectively neutered by an executive action that prohibits or suspends enforcement of the tax laws as they currently exist. There is nothing the legislature or the courts can do if that executive action is signed.

Let's keep in mind that Trump not only created this impass, he could resolve it in 5 minutes by doing what every other presidential candidate has done - release years of his tax filings -and he could disprove that he is taking advantage of his position to profit from being President and could disprove that he has/has had financial ties to an enemy (Russia) that creates a dire conflict in his ability to govern.
Trump could easily do what Jimmy Carter did. Carter divested himself of his beloved peanut farm, which had very little possibility of creating a conflict of interest with his role as president. Trump has many possible conflicts of interest. He must disclose his potential conflicts.

The reason Trump doesn't want to release his tax returns is because he has cheated and misrepresented for the last 20 years to avoid paying any Federal taxes. I've always thought Trump didn't/won't release his taxes because if he did, then everyone would be able to tell that he was equity heavy but cash light and not really a billionaire.

Besides, half of the people in America don't even pay federal income taxes. I find it a little rich that people who want Trump to show his taxes have done nothing in life and so have nothing to share, but they want to see his!!

I think if we had a flat tax, maybe people would be a little more reticent to look the other way when the government wastes money, since they'd actually have some skin in the game.

The importance of seeing Trump's tax returns for the past ten years — and also those for the Trump Organization — is only partly related to how changes to the tax code might benefit Trump, and only partly related to figuring out why Putin wanted Trump to win the election. To me, the biggest reason to demand Trump's returns is so we can perhaps better understand the ostensibly manifold conflicts of interest that affect Trump's policy decisions and concessions. Given the many important investigations and concerns along these lines, Trumps refusal to release his returns is the height of selfishness and cowardice.

I'd like to see the Democratic and Republican party both push in each state, that for all prospective candidates for Presidential primaries release their last 25 years of tax returns, investments, and financial history to begin with the 2020 campaign.

I'd also like to see a regular feature showing an ongoing tally of Trump's trips to his country club to golf at Mar-a-Lago be and the costs to the tax payers; he seems to be outspending and out golfing every president prior to him combined.

It seems to be a familiar tactic, intentional or not, to distil issues -- health care, tax reform -- into overly simple characterizations, as Mr. Camp does in this example. So badly oversimplified, that the ambiguity of his statement leads to a logical blur that gives one serious pause. In my mind, 100% of the population must deal with matters of health care. Tax collections finance about one hundred percent of government operations, but government is not all there is to the economy. For whom, then, is tax reform 100% of the economy? For the CEOs bent on maximizing corporate income, a simple-minded notion of minimizing constraints on income may be all that determines their attitude toward tax reform. For an employee with modest wages, I never would have salivated at the thought that tax cuts would knock off a fex hundred dollars from my tax burden.

There is no such thing as tax "reform" per se, only a slow and quiet shift of taxation burdens from the rich and powerful to the poor and weak.

But it has always been so. Tax rebellions savagely repressed by princes are a staple of history. The American Revolution occurred because many colonists had been driven to America by poverty and overtaxation. When Parliament began the same process here immediately following the French and Indian War those same colonists recognized the familiar invisible hand that had reduced them to want and penury, saw it for what it really was and resisted it with all their might.

As long as the IRS sees them, they're the ones whose job it is to verify if they're legit or not. If I was trying to rip off the country, it would be them I'd worry about seeing my tax return. When they are revealed, a lot of people will say they are outraged at some of the deductions Trump could get away with, but only because they couldn't. Trump and his advisor probably understand the hypocrisy of our tax system, that not revealing his taxes only magnifies that.

Congress is craven, cowardly and corrupted by monied interests to the marrow of its bones. Most Members are careerists primarily motivated by self-interest. Sen. McConnell never tires pointing out that, for most, the principal challenge is simply getting there, finding some way to get elected, and reelected.

The U.S. House of Representatives is driven by seniority. House committee chairmen are appointed by the Speaker and can be removed at any time. Institutionally, the House is run by the majority party like a dictatorship. Nothing happens without the Speaker's permission.

The U.S. Senate is similarly encumbered by seniority although authority is diffused by arcane rules, procedures, coalitions, tradition and privilege. Individually, senators can obstruct legislation by placing "holds" on bills and appointments.

Both legislative bodies are besieged and manipulated by legions of lobbyists. While there is no exact figure, it's said paid registered lobbyists outnumber Members of Congress 250:1.

Congress might yet impeach Trump, but only after exhausting every possible option and the House Speaker and Senate Majority Leader benefit personally.

Ivanka Trump should show us her taxes as well. She managed to make her brand great again after traveling to China on government business and dining with the President. She received Chinese trademark approvals on the very day she dined with him. If Michelle Obama had done the same the Republicans would be hysterical over the conflict of interest. The obsession with Trump's tax returns seems excessively petty and voyeuristic. Since he doesn't want them released, let's assume the worst, whatever that may be. Let's assume that he will benefit enormously from whatever tax reform can be achieved. Wouldn't we still want to do whatever we can to improve the tax code and rates? To make it simpler and fairer? Wouldn't we still want to craft a reasonable, business-friendly and fair-to-the-individual policy? I don't care if Trump benefits personally as long as the policy moves, even marginally, in the direction of the only truly fair approach: a 15% /- flat tax with no deductions. Repeal and replace the tax code, because what we have now is an inefficient, unfair, cobbled together mess.

The flawed flat tax plan aside (it doesn't work; check out Hungary), no policy happens in a vacuum. Any legislation proposed needs to be considered I'm the context of who's writing it and how they might benefit. Just because they might benefit wouldn't necessarily make it bad, but we deserve to know. Releasing his tax returns is the very least that Trump could do to give people confidence in the process.

Since I became a citizen in the US almost 40 years ago, I have learned the famous slogan that everything is uncertain except 2 things: death and taxes. I resent some people taking advantage of the tax system in the name of deductibles, depreciation, other baloneys, etc. I have always believed the tax system should be simplified. When I ran for US senate in the State of Washington several years ago, I suggested that there should be one payment to the Federal Government which would be distributed to the state, and according to some formulas, the state would pay out of that money to the county, city, etc.

As a Muslim, I love the Zakat imposed by Islam on everybody who is a candidate to pay 2.5 percent annually which includes:
Cash on hand and in bank accounts (savings, checking, etc.)
Refundable deposits (e.g. on rented apartment)
Non-delinquent loans (money you loaned to others)
Expected tax refund
Gold, silver, and precious items
Shares, stocks, bonds, IRA, pension plans, options, etc.
Business cash on hand and in banks plus invoices due
Net value of business inventory and trade goods
Net income you are entitled to as of Zakat due date (e.g. your next paycheck that you worked for already)

"Broadening Base & Lowering Rates" are the worst kind of tax reform. Leave the rates as now. Try to raise revenue by cutting unnecessary deductions, etc. Eliminate carried interest clause. Cut corporate tax to 25-30%. Cut payroll tax on the first $20K to 1-2%; eliminate the cap but cut to 1% on over $150K

If the president tries to achieve these things, which would be hardly difficult for him with the force of his personality, he would be seen as among the greatest. If not he may well end up as the first president to be impeached & ousted!

That is why we need tax reform, because the deductions, exemptions, waivers, special rulings, and most of all the 'irs tax laws' in effect that provide the exemptions from taxable income is not just unfair, but immoral. Who do you blame for the $trillions that businesses park off shore and don't pay any taxes on those profits, or the Congress who passed those laws. Although my understanding of physics is a little outdated and rusty my basic thinking is that in one form they can exist in the same space but completely ignore each others presence.In another form they collide with explosive and cataclysmic consequences.
In the case of tax reform policy there are infinite details and primary, secondary, tertiary etc consequences. Trump will be left out of the discussions and will only be wheeled out to sign whatever passes through Congress possibly with a Pence tie-breaker.

Corporations SAY they can't get enough workers here, but it's all about making a bigger profit by hiring foreign workers for a lot less money. Congress should pass tax reform or not pass tax reform on the basis of its merits, apart from whether or not it benefits or doesn't benefit any one individual (even when that one individual is the president). There are lots of good reasons for Trump to release his tax returns, but, at the end of the day, there's (apparently) no law requiring him to release them and he was elected even though he defied (maybe BECAUSE he defied) decades-long practice to do so. Saying you won't vote for tax reform because he hasn't released his returns seems totally silly to me. He is the owner of commercial real estate. Just assume that tax laws that benefit owners of commercial real estate benefit Donald Trump. And lets move on.

This is not an insignificant gripe. The administration - possibly Trump, as well - is under investigation for potential ties to Russia. This isn't just a bunch of rabble from the proletariat trying to complain about the successes of some rich guy. This has ACTUAL national security implications. And it's unfortunate that so many fellow citizens can't see that. It DOES, however, add to the notion that the citizenry gets the government they deserve.

I have never seen a good explanation from Trump supporters as to why he should be exempt from releasing his tax returns when every president from the past 40 years has done so, even though not required by law. WHY make Trump an exception? Is it because he has properties overseas and investors from hostile nations? That's even MORE reason to see HIS tax returns. He may be the single president in the last 40 years whose tax returns we have MOST needed to see!

I see this as a pattern of Teflon that is just astounding. All sorts of things that would be howled about if it were done by Obama or Clinton just get regularly excused for Trump. And I thought REAGAN and CLINTON were Teflon!

There is absolutely no reason to trust conservatives on any fiscal and economic matters. The 2008 crisis was proof that conservative deregulation and tax cuts lets capitalism run rampant, shifting so much money to the top that the rest collapse under a household debt burden that hit a record 100% GDP.

It was Clinton who balanced the budget, and Obama who cut the deficit by nearly two-thirds after the crisis with a combination of tax hikes and a sequester.

So let the Democrats put forward their plan, to raise marginal income tax rates on the rich, remove the cap on Social Security, eliminate special treatment for capital gains and dividends above a threshold, etc. In general, raise taxes on those who benefit most from the bifurcated economy we have.

Simple tax reform:

Eliminate all forms of taxes on individuals. Cut salaries by an equivalent amount. - This will lower labor based costs and reduce labor based savings from offshoring, hence keeping jobs in the US and making products competitive.

Next only two taxes:

First a tax on business revenue. - This will ensure that tax revenue is linked to GDP, not payroll which is a shrinking base.

Second a tax on global corporate income reduced by taxes paid in other jurisdictions. - This will eliminate advantages from inversion.

Nothing wrong with all these issues and complaints but guess what, he is gaining strength by the day, better interactions with the EU or UK or China or Australia and who knows what's next. In short, all these complaints these past 2 years have accomplished absolutely nothing which tells me that a united opposition against Trump is loose sand and, as per the most beautiful song, is "Blowing in the Wind." It shows America as a lost and highly incompetent spirit. That is the real issue rather than having Trump as our President - totally irrelevant. America indeed is in trouble big time.

Mr Trump's tax return for 2016 is NOT under audit. So it is CLEARLY available for immediate release. I, for one, would welcome the opportunity to see the web of debts, income, ties, and obligations that the current White House occupant has woven for himself. It is an absolute requirement that this occur BEFORE the "tax reform" proposals come to Congress. It will be interesting to trace the links between the provisions and the President's tax situation. E.g. The Alternative Minimum Tax that produced a large proportion of the only taxes known to be paid by Trump.

Every American should figure out what they made over the last 8 years and what they paid in income taxes over that last 8 years and consider this: in that same period General Electric has made billions and billions and billions of dollars in profits and paid absolutely nothing in income taxes.

Not only has General Electric and dozens and dozens of other billion dollar companies not paid any taxes, but, their tax position is such that it's actually a revenue stream. Think about that. General Electric makes money every time it files.

General Motors made $7.7 billion in 2015. Their tax bill for 2015 was negative $1.9 billion. That's right. They made $7.7 billion, and they get a future write off of $1.9 billion.

So when Trump and the GOP want to overhaul the tax code, just remember that someone making $5,000 a year in this country pays more in income taxes than General Electric, and dozens of others like them have in the last 8.

In which case, Trump is using tax payer money to pay for his extravagant number of trips to Florida. here's an idea right off the wall. I wonder if there is any way to use the Equal Protection" clause of the 14th amendment with regard to a tax overhaul. At this point the "law" is providing a lot more leeeway to the rich than it does to the poor taxpayer. I haven't read or heard one thing that suggests anyone expects any tax code change to be retroactive, that's just silly. We're talking about current and future years, since he still has active holdings in all of his companies. We have no idea whether he will be setting policies based on personal gain for himself until we see his tax returns. If he falsified or cheated on his taxes, that's a different story, and one that can be left up to the IRS to decide.

As to the protesters, it heartens me to see people out voicing their concerns and positions - and on their own free will at that!

Once upon a time, conservatives opposed regulations, social support programs, and deficit spending. They wanted to cut taxes by cutting social support programs and to limit spending to revenues actually realized. Today they are still opposed to regulations but they care not about deficit spending so long as tax cuts are forthcoming, still repeating Reagan's folly to themselves, that tax cuts increase revenues because economic growth rockets upwards. No conservatives and few liberals are going to refuse to cut taxes, no matter what Trump does, because this country's electorate thinks that cutting taxes has no affect upon them except to have more money to spend.

For scared and disappointed Democrats and independents following the election of this nightmare majority coalition some solace can be found that apparently "no one knew" that governing is hard.. If they can't get out of their own way for the next two years then their damage can be mitigated until we can start the process of voting them out. Their demoralized base after 2 years of inaction at implementing the Republican Promised Land will help with that too.
If Trump wants to salvage his popularity, getting rid of all the right wing policies and staff is necessary. He's in the worst of all situations: his cultural "populism" has a cap on it, and his retrenchment to hard right Republicanism will cost him "swing" voters.

I might suggest that in order to better understand the language and perceptions of the columnists, always remember who actually owns these publications and whom ultimately, dictates the agenda. I will never forget the meeting that Trump conducted, just prior to his innauguration, with the principles of several major media outlets, including this one. I am sure they weren't there just to exchange recipes.

As valid as they might be, I am sure there are descripitions and criticisms of this

A new website is taking a dig at President Donald Trump’s frequent, costly trips to his Mar-a-Lago resort and suggesting how the money might be better spent.

The site IsTrumpAtMarALago.org, launched on Friday by the Center for American Progress Action Fund, tracks how many weekends Trump has spent there and what the estimated cost has been for taxpayers. As of Monday morning, he had gone to the resort seven out of his 13 weekends as president, costing taxpayers an estimated $25 million.

IsTrumpAtMarALago.org also provides a list of programs that could have used that money, specifically citing those facing Trump-proposed cuts, such as public school funding and aid for the homeless.

“It’s supremely hypocritical of Donald Trump to spend millions of government dollars at Mar-a-Lago while crusading to cut vital programs such as Meals on Wheels,” CAP Action spokeswoman Morgan Finkelstein said in a press release. “Our tracker will provide context and keep Trump accountable for his out-of-control spending at taxpayers’ expense.”

Reducing taxes has been the mantra from the right for years but and the results do not prove their assertions because tax reductions don't increase GDP and jobs. But raising taxes does in the right places and that's the difference. Raising taxes on the wealthy and corporations makes them invest in the real economy or pay for the commons and it's that simple.

This stance suggests the Democrats are putting spite before the good of the country. It's like the Democrats in control and Republicans holding tax reform hostage to an insistence on seeing George Soros's and Tom Steyer's tax returns to make sure they'll lose out.

No matter what kind of tax changes are implemented, they will have some effect on the Trump family fortune and holdings. If the Democrats require those effects be negative on Trump Inc., even if it means a bad tax reform or none at all, then the Democrats aren't serious about governing.

Then, as now, the media, watchdog groups, other politicians, and ethics professionals will examine the tax returns, and then news stories will inform voters. I applaud The New York Times and Alan Rappeport for this article, and I am thrilled that both Democrats and Republicans are starting to see Trump's unreleased tax returns as a point of leverage. However I am concerned that they are being used to leverage the wrong thing. If tax reform will be waiting until at least August, Trump's taxes should be used as a tool in the Senate Intel Committee investigation on Russia, which seems far more urgent and disturbing.

Hey NYTimes, we know the Senate Intel Committee investigation on Russia is being held behind closed doors, but how about more continuing coverage on Trump ties and Russian tampering??? Since people are so often blind to self-interest (ie. having a favorable tax code) and far more interested spectacle, how about learning from the Russians? Continue to fuel the news-worthy spectacle of the bizaare and opaque Trump-Russia connection, even as militarization and speaking out of both sides of the mouth seems to be happening here and there.

I understand when people say that taxes are personal. However, they are not personal when one is running for president of the US. When we are electing someone who can change the tax laws affecting the people of this country, that person needs to be transparent about his/her personal tax returns. Presidential candidates for the last 50 years have had no problem with this transparency. The fact that Trump would not release his tax returns was a red flag early in his campaign that warned of his corrupt practices. Why he was able to escape this traditional practice is a reflection of the current state of voters in the country and the members of Congress they have elected to represent them. But it can also be said that even if he walked into any bank with a loaded gun he would still walk out empty handed. Over the past 8 years nearly all out federal level politicians were dying to increase the badly abused, poorly audited H1b, L1 and B1 visas. I saw my career aspirations die as I held onto my job. I saw coworkers laid off and replaced with H1b workers who were barely able to do basic tasks.
With Trumps initiative, I'll be much more likely to retire at full retirement age and not have to take SS early. Are Trump taxes involved in that? No and so what.

I personally do not care about trump's tax returns, and i will tell you why. many of my colleagues at work are hyper bleeding heart liberals, anti trump to the core, and yet they openly describe their policy of requiring cash only for the outside teaching they do, away from our normal employment as performers and teachers. they think i am harsh and unfeeling for voting for trump, most of them are in their late 20's and early 30's, while i am 64 years old. they are in fact criminally and deliberately cheating the government, which impacts my upcoming social security and medicare distributions, but they think of themselves as morally superior in all ways. if trump cheated on his taxes, he is no different from them. meanwhile the welfare state chugs away, giving taxpayer dollars to people who are here illegally, or who don't care whether they have jobs or not, or who have illegitimate children they expect me to support.
i have worked HARD my whole life, taken care of my elderly mother for years (she is gone now, from Parkinson's disease), and raised and educated two children, and those benefits i expect to receive are well earned and deserved. it seems to me that it is the courts are making it impossible for trump to implement one of his major promises, which is finally to change the immigration system. lucky for the judges i do not get to vote or them. as for foreign countries protesting our policies: they can shut up and mind their own borders.

Donald Trump is in debt to the tune of hundreds of millions, if not billions, of dollars. We know of at least $300 million owed to Deutsche Bank thanks to Bloomberg. We do not know about the rest, of which there is most certainly plenty (potentially owed to Russian or Chinese state-owned banks).

That debt could have a major impact on his decision making if policy choices that helped the American people would hurt his creditors or vice versa. This is particularly critical because Donald has a tendency to put personal guarantees on his debt. That means he has unlimited personal liability should he default. Stakes don't get much higher than that.

The American people and our government representatives deserve to know where the conflicts of interest lie so they can be addressed and avoided.

I am not interested in whether Donald Trump is as wealthy as he claims. I am also not interested in whether he used every deduction legally available to him, or even in those where he may have used that are in conflict with the law (other than for association with foreign adversaries.)

I am *only* interested in the following:
1. Who does Trump, or any of his myriad corporate entities, owe money to and which of those institutions and/or people, if any, are associated with Russian nationals, Russian intelligence services or their assets, or the Russian mafia, i.e. the Bratva?
2. If #1 above indicates any debts, obligations, or personal or corporate interests associated with Russia, or its proxies, then why has Trump told us that none of these exist and that they have never existed?

Mr. Trump is hiding behind the indefensible, both as to his lies about releasing his returns and about what I believe to be strong financial ties to Russian interests that would compromise and nullify the legitimacy of his presidency.

No other president has ever entered office with three relevant investigations hanging over his head; Trump owes the American people his returns!

The very FIRST step for meaningful tax reform is review and understanding of the President's tax returns, not only the current tax return, but also a significant period of his past returns. Trump's "under audit" rationale for shielding his tax returns from public scrutiny is 100.000% pure, unadulterated MALARKY; there is not one whit of factual evidence to support it. The SECOND step should be similar review of the tax returns of every Congressman and Senator.

Then, and only then, once every elected official's tax returns and their potential conflicts of interest have been revealed, can there be HONEST discussion of the tax code and possible reforms of the code.

Americans need to keep in mind that U.S corporations have effective tax rates of less than 14%, and many of them, like G.E., pay no taxes at all. Then, there are all those U.S. multinational corporations that have trillions in profits overseas to avoid taxation. Multinational U.S. corporations have effective tax rates of about 2.5%. They are not hurting. They have the ability to pay more. The Congressional Research Service completed a study which proves the lowering taxes does NOT produce more jobs. The Report was squelched by McConnell and other conservatives who work at the behest of corporations. Certainly, they have help no voting American. So, if the tax code is going to be revamped, Americans had better make sure they corporate taxes go UP! Way UP! They are getting a free ride. They provide few jobs, especially any meaningful jobs for Americans. They refused to create jobs after the Republican 2008 financial crisis even though they were making huge profits and had over 2 trillion in excess cash reserves. They operated under the protection of the U.S. military, but provide very little in terms of their ability to pay in supporting the U.S. Tax them Danno!

Killing the ACA would have given the rich an $880 Billion dollar tax cut. Cutting the Income Tax Rates and eliminating the Alternative Minimum Tax would give the rich a $ Trillion Dollar tax cut.

And just who do you think would be forced to make up the lost revenue? Everyone in the working poor and middle class. The tax laws are always written by the rich; not the Average Americans.

There likely won't be any 'smoking gun' here even if Trump's tax history is eventually revealed any more so than the myriad of other US companies that effectively pay zero taxes. More importantly in this reveal however will be how he and his family might benefit from new tax legislation and possible conflict of interest. There is plenty to be upset about regarding the state of the US tax code and it's web of corporate welfare even without Trump's returns that might reinforce that fact.

I have this gut feeling that the Deceiver-in Chief's tax returns will show just how much he owes a certain bank based in Moscow. His son-in-law had some verifiable discussions with them last December, no doubt the 'vig' was discussed in great detail. One can surmise the exchange of more favorable terms that could be gained by the removing of certain sanctions against VneshEconomBank and it's CEO Sergey Gorkov. Trump's "Art of the Deal" in real life seems to be his predilection for declaring bankruptcy, which he does with great regularity. (Also include the practice of refusing to pay the contractors who do the work.) Of course, if he does that in this case, he will find either a decapitated horse's head on his pillow or an 'above the fold' story in both RT and Sputnik. And that story would quote chapter and verse of his, his family and his campaign's involvement with a malignant foreign government intent on undermining democracy in our country and on the member states of the EU. Sedition or treason, either or both of which would insure impeachment and subsequent imprisonment for all involved. On this side of the pond, one can only hope that Mr Comey and the FBI will be able (and willing) to unravel this twisted tale.

Its hard to pay taxes, no one likes it. It is the backbone of our Government and society. It is necessary. When you see that the very wealthy do not pay, corporations get millions back, and the President refuses to let us see if he is cheating or not then it is even more reason to not pay your share.

Tax reform is definitely needed and it needs to start with transparancy of who is not paying, who pays too much and how the many loopholes allow avoiding taxes. Until we do this it will continue to be a con game.

If you're concerned about tax avoidance and want fairness, you should be cheering a proposal to eliminate loopholes and setting fixed rates based on income. The current system is complicated, costly, inefficient and by definition unfair.

A productive thing to be focused on, is to prevent the tax burden to shift away from groups with certain income levels to others.

Yes, Trump may benefit from some parts but I don't see how releasing his tax returns would result in a fairer tax system. Should republicans modify their preferred tax code (which was public before he entered politics) because the country elected a billionaire president with loads of entanglements? And how on earth do you see eliminating all exemptions as an attempt to game the system in the first place.

When I first heard of Schumer's comments I thought he was dark humor. This pretext sounds ridiculous and I'm not sure he isn't just looking for a better one to block progress.

It is obvious that 1) he is not as rich as he says he is, although he is very wealthy; 2) he hasn't given a dime to charities until the WP called him on his pledge to veterans during the campaign and he welched on his promises to his buddies Rudy and Howard; 3) he has monetary entanglements with Russian oligarchs and other nefarious people. Although obvious, this is still speculation and his supporters can minimize this info. If Mr. Trump were to release his taxes, then what is obvious will be proven.

And so Mr. Trump and the GOP are stuck. He will not release his returns and any tax plan that further re-distributes wealth to 0.1% as all of the GOP plans do will be met with howls of protests. That freezes the GOP in Congress and nothing will get done.

But is it necessary for him to release his returns in order for Congress to write legislation? At first blush, yes; but we know that everyone in all three branches of government has a personal stake in the tax code and is in many cases dependent on the political support of people who have a huge stake in the law. Are we to pour through all of their returns to see who benefits and who loses for each provision in the law?

And what do we do with that information? If writing off business interest benefits Trump, should we toss the deduction and thereby deny it to the local baker and candlestick maker as well?

So saying we can't work on the tax code until we know the impact on the Pres. is disingenuous. There are other battles to be fought.

I recall that it was "I am not a crook" Richard Nixon who began the tradition of releasing returns in order to show he was not a crook. Every politician pledges to "simplify" our tax code. But the tax code is *the* primary leverage politicians and legislatures have over various interests and industries. Tweaking the tax code in a thousand different ways is largely the meat and potatoes of being a politician -- it is how they become relevant, and how they make sure they donations to campaigns and jobs as lobbyists when they leave office.

Any politician who claims they want to simplify the tax code is lying, because they would be eliminating 75% of how they accrue power.

Given that some of the most common reasons given for voting for Trump are that "he's rich" and "incredibly successful" make seeing his tax returns even more important. I wouldn't be surprised that much of what he does is a shell game. Either way, the tax code will have an enormous impact on someone who's extremely wealthy, or devious. As citizens we have a right to make sure that those who govern are not cheating us for their own gain. Incompetence and secrecy are a terrifying mix. Release of trump's tax returns will only result from a court ordering him to do so. If that occurs, the result will profoundly transcend his administration's ability to reform the tax code. If could result in "connecting the dots" between trump, Russian collusion in the collection and explain why trump has cozied up to Putin. It could result in in the downfall of trump as president.
The case of CREW v. Trump, currently pending in federal court in the Southern District of NY, could result in such court order.

The tax laws, the tax code, is complex only because the rich want it that way for their beneficial use to claim the specialized Exemptions, Exclusions and Paper Tax Credits that greatly reduce their "tax burden."

Trump, Ryan and the republicans in congress want to reduce the "burden" on the rich to next to nothing. The rich will get richer at the expense of the poor and middle class.

Do the wealthy, the 1%, the rich, the wealthiest 4.4% of Americans deserve to get tax cuts to make them even wealthier? At the expense of the poor and middle class who will, who absolutely will, pay for those tax cuts?

These wealthy people don't even pay their fair share of taxes now. Trump is the prime example by his bragging that he hasn't paid taxes in twenty years and his saying that he does not believe in paying taxes.

If you are not among the rich, do not believe for a second that you are going to get a tax break by anything written by Trump, Ryan and the republican congress. You are not and never will be. It is not in the personal interest of the republicans to give the Average Americans anything. Just look at what they want to cut and gut of the current government, our government, and the programs and services we all have now.

I've been doing my own taxes since I was 16, and my understanding grew along with the complexity of my situation. While the tax code is complicated, the ignorance of many tax payers goes further. Many of my fellow citizens clearly do not understand the concept of graduated tax rates. Some think that if one more dollar puts you in the next higher bracket, your taxes go up on your whole income. People claim to be paying half their income in taxes, apparently arriving at that number by adding the top marginal rate to FICA. Cut the taxes on the top bracket--as Reagan did--and people think they got a tax cut. I have a suggestion: A few years ago, just for fun, I downloaded the 1913 form 1040--the form number has never changed. You had to calculate your taxes bracket by bracket and then add up. It was easy to see how the system worked. I suggest the IRS remove the tax tables from the instruction booklet and make everybody calculate their taxes like they did in 1913. It might eliminate a lot of bitching and raise the level of public discourse about taxes.

If a worker has to buy food, shelter and power to go to work every-day then WHY isn't that a "business deductible"???? When the president decides that he is above the laws it sends a message to the rest of us: laws are for little people. Yes, it's a tradition for presidents to release their tax returns. No, he isn't breaking the law by refusing to do so. However, other actions he has recently taken, like deciding not to release the logs of White House visitors, suggest that there is something to hide. While we don't need to know every little thing a president says or does, we should be able to find out the broad outlines. Without knowing how he's made and continues to make money, we cannot judge how honest he is or how trustworthy he is on financial matters. He was not elected to deceive us or to reshape the tax structure in America to favor him, his business associates, or his family. Yet that seems to be what he's doing and what his cabinet is doing: reshaping America to fit with their financial interests and personal beliefs even when common sense says otherwise.

When Trump talks about fixing the tax code, I think he is using the term "fixing" in the same way a bookie talks about "fixing" a boxing match or a hockey game. I fully expect that next week Sean Spicer will be standing in front of journalists using his fingers to denote quotation marks (air quotes) regarding Trump's use of the word.

Trump lucked out on this one. Given more time, organizers could have set up a trust for Americans' tax returns, and people could refuse to file with IRS until they know what the Trumps are hiding.
That said, if Trump continues this game, Americans can find a legal way to set up a trust and send all wage withholding, including Medicare and Social Security to the trust. When they feel confident their tax dollars are safe, the money can be released to the Treasury Department.

Remember the 53,000 secret accounts held by Americans just at UBS AG bank? There were thousands more secret accounts held by Americans in other Swiss banks as well. Those tax treaties cleared the way for the Swiss banks to make the names of those account holders available to the US Department of Justice.

The tax code is rigged for the rich. The code has been fixed so those investing in real estate to generate income pay virtually nothing in federal taxes. States are exceptions. There are so many income offsets, most notably depreciation, that the tax liability on income shrinks to zero. These are private equity investments. Those without sufficient income or assets may not participate. There is a capital gain payment upon selling a property. But only if one sells. However, if I have income of even 10% (not great but good) I'm loath to sell the property and search for a better income stream. And then there's the tax free exchange should a replacement property be found and even capital gains disappear. The middle and working class have been duped for decades. The other side of this phony system is the Houdini like income offsets for large corporations.

Trump's taxes returns are of interest not to illustrate how little he pays. Trust that he pays less than the average reader of these comments. His returns MUST be made public to reveal who he OWES. The tax code is fixed; written by the rich for the rich. With Trump in the White House, the government may be in the process of being fixed for foreign interests. Trump's 30% base doesn't want to find out who's in bed with their man. Whoever it is, it's unlikely to be the First Lady.

Another impediment might be that Congress is always on vacation. Like they are now! They were only in-session 110 days for all of 2016, and only 133 days in 2015.

243 days at the office in two years. Contrast and compare that to working Americans. Fifty-two work weeks a year minus two weeks vacation is 250 days, minus another 10 days of paid holidays is 240 work days a year. It takes Congress two years to put in the same number.

Maybe Congress could get more of the people's work done if they came to the office in more a full time manner.

Not changing the tax codes to benefit himself and his cronies; b). Not receiving financial gain from other countries in return for advantageous decisions on foreign policy; and c). Not financially involved, (either before or after the election), with other nations such as Russia. It's pretty clear if you follow the money that Russian/German banks loaned Trump a lot of money, and that the Iranian National Guard was laundering money through the Trump hotel in Kazakhstan. To name just two instances that are VERY disturbing. It's clear to me that he has already violated the Emoluments Clause of the Constitution and is in danger of impeachment proceedings. Assuming that we still have a functioning democracy, which is questionable at this point.

I understand that it is possible through legislative action at state level for some states to require release of state tax filings on those running for president in the state - which would give substantially similar information as the federal return.

Recognizing that many state governments are controlled by Republicans and so it may not be a cake-walk, there may still be an opportunity to use this "indirect" route to information that is of interest to the public.

In doing so, it would heighten the awareness of the voters at the state level and could even exert public pressure on state legislature to enable this.

The reason revealing Trump's taxes is so critical is to analyze the returns for the ways in which his ilk game the tax system for their benefit and our peril. The larger issue is conflict of interest. While I'm gratified at the incipient backbone the Congressional Dems are showing, (I note Schumer's comments, quoted here, came after the thousands of us that marched on Tax Day. Did he notice us?) However, I'm dismayed at the lack of Congressional attention to the already grossly evident selling of the Orange One's brand from the vantage of the Presidency. Conflicts of interest is written all over Trump. And while I do wonder if Trump's peculiar support of Russia (until he didn't) had a monetary self interest motive, do we really need Trump's tax returns to establish he can sell national interests for a buck (his).

And do we have to wait on Trump? A protestor at a Senator Cotton (Arkansas) town hall said Congress can directly subpoena the returns.

As for the fairness of Trump's tax payments, he's already boasted of not paying taxes. And it's not news that the ultra rich routinely lawyer their way out of paying taxes. You accuse Democrats of lying about Trump, but we have video of Trump promising to release his tax returns if elected. That is to say, we have direct evidence that Trump lied to the American people.

You don't need Trump's taxes to know that the tax reform bill is aimed at the super rich. Even their "healthcare reform" was really a tax give away to the rich.
They want to cut corporate taxes. 75% of all shares are owned by the 1%. Cuts in corporate taxes are for them. 95% of all businesses are not corporations. Corporate tax cuts only help the biggest competitors of most small business people.
They want to cut capital gains. Capital Gains was 61% of the 0.3% of tax payers with an Adjusted Gross Income over $1,000,000. Only 1 in seven tax payers have any capital gains in given year. Capital is the robots and artificial intelligence that are replacing workers whose pay is flat for three decades. Do we really need to incentivize capital gains over education, healthcare and infrastructure?
The other thing they want to do is cut out the top rates, lowering the income tax for the richest people.
And don't expect Schumer to stand in their way. Look at his friends and campaign contributors. He is long bought.

When 45 "declared that he understood America’s complex tax laws 'better than anyone who has ever run for president' " he actually meant that he "knew a good tax lawyer." I doubt he could even find the place to sign the form without his tax people pointing out where to sign.

Democrats should put together a list of loopholes they want to eliminate. Their "proposal to get rid of a rule that lets companies write off the interest they pay on loans" is a good start. Eliminating welfare for big oil and big agriculture would be unlikely to benefit 45's family.

And any attempt to treat infrastructure as part of a "tax plan", rather than a spending plan, should be DOA.

Most likely he has done what all people of great wealth do; hired an expert to squeeze him through every one of the loopholes available. I seriously doubt there would be anything that would rise to the level of tax evasion, certainly nothing that would warrant impeachment. At best we would see a portrait of a man who has done just what we would expect of him, now that we've seen his ethics and morals on public display.

The only good news is that there are Republican legislators saying that Trump should release his returns. Trump likely will not release them even if they are subpoenaed by one of the investigation committees, which may force a showdown in the Supreme Court. Nevertheless, that Trump is losing some Republican support even incrementally is a good sign.

Generally, when hoping for change, it is necessary to look to the history. Our tax code has a long one, and the code's complexity is not likely to change much. What can change is the rates. High incomes were taxed considerably more in the past, there's no reason not to do that further, except for the vested interests fighting it and Trump supporters who vote against their own interests.

Hoping a lot of that is going to change soon is like believing Ted Cruz when he said if he were president he would abolish the IRS. It's hard to know where to even begin on how much nonsense that was.

I doubt we'll ever see Trump's tax return, except possibly a mere portion.

It's good to have dreams, but hoping for a significantly different tax code anytime soon is not realistic. What might be accomplished, if we have the sense to put the right people in office, is taxing high incomes, and other wealth, in a way that benefits our society.

Also, let's tax other stuff when it makes sense. For instance, one of the best ideas Bernie Sanders had was to tax high volume trading, a practice that adds absolutely no value to our economy but enriches a select few.

A final note: if you believe taxing imports will rescue you, try buying your next IPhone or flat screen TV once that's done.

Probably the main reason for not releasing the tax returns would be the damage to the Trump brand. The returns probably show he wasn't as wealthy as he boasted. And I'm guessing that it'll show that what most of already knew - he wasn't such a hot business leader either. It sounded like they never vetted any of their business partners. Once they heard what their fee was, they just signed away.

Congress should get him to release the taxes before another party does - Wikileaks, an administrative assistant that he hit on or another country. It's only a matter of time.

At first I was OK with Trump not releasing his tax returns as there's nothing in the law that demands it. But one small point is that this demand by members of congress who themselves have done nothing but pass laws (including tax laws) that serve to enrich themselves (including their own non-Social Security retirement program, their own health program (and to be shamed into having to actually pass a law ((full of holes)) that prohibits conflict of interest (as if) and almost all coming out of office as millionaires (go figure) seems the height of lowness. My only interest in seeing Demented Donny's tax returns is as part of a multiple count indictment for money laundering and tax evasion. Instead Washington would gather in all funds currently paid by employers and gov. to fund healthcare and subtract this amount from the expected bill of $1.3T to get a total new net cost, likely ranging from $100B up as high as $600B. These funds could be raised by negotiating with healthcare providers to reduce their bills by 5-10%, as they will reap a single payor dividend through needing no insurance clerk in their offices, and no longer having to chase unpaid medical bills.
