A large number of Canadian's myself included wouldn't be bothered if the majority of the bitumen stated in the round. What is taken from the round should be refined here in Canada for Canadian consumption until our renewable green energy production can meet the demands. The inconvenient truth is that fossil fuels as energy source is a sunset industry and hopefully in time to save our planet.

Not entirely true. The big oil companies are mostly US. The refining of the oil is in the US and Canada buys the gasoline from US oil companies. The pipleine travels across a lot of Canadian real estate. But I get you point. You take a lot of risk for product you may not need right now.

I find the argument about fossil fuel and the environment a never ending circular run around the barn. Until such time as the alternative energy folks can prove they can generate enough total energy to satisfy the current demand and through addition of technological advance and equipment to keep up with the ever growing demand nor have I seen any accepted published calculation that does so (By the way, I am not a fan of thousands of windmills, solar fields, and geothermal wells dotting the landscape!), we will ever be dependent on either fossil fuel or nuclear power generation! If we are relegated to some dependence on fossil fuel and not wanting to be dependent on the Middle East for that oil (which by the way is transported by pipeline from the port to the refinery now), we will need to get it from our wells to the refinery. That action requires transportation by truck, train, ship or pipeline! Of all of the choices, pipeline is the most cost effective and fortunately, the least potentially devastating to the environment! One can utilize the US Alaskan pipeline as an excellent example vs. the truck, train and ship accidental release of petroleum products into the environment.
So folks, let's stop beating the people who are trying to keep you in your car, boat, ship, train, jet skis, ATV's, and yes, your lights on! Is it a perfect world, no, and probably never will be, but we should do our best to be as safety conscious and yet cost effectively productive as we can!

It's always amusing to me when under informed liberals make statements about our energy infrastructure. The fact is that there are dozens of pipelines under construction in this country as we speak. The world still needs oil and because Canada cannot transport theirs effectively, most is imported from Countries around the world. Shipping Freighters generate substantial emissions and environmental risk, yet Eastern Canada, a part of a resource economy, still imports oil from countries like Saudi Arabia, a human rights catastrophe.
Pipeline protests and energy shaming is mentally taxing on the electorate. The focus needs to be on positive messages about renewable energy incentives, funded projects, and R&D. The petroleum industry knows best how to invest its money, if we want proper change a carbon tax is the answer. Trudeau should recognize the high relative opportunity cost of rejecting this pipeline or we one day may risk our own Trump rise to power.

Carbon release aside the production of Alberta Oil Sands oil is more harmful than mountain top removal coal mining. They are literally stripping the surface layer of plants and forest to expose the tar then digging it up and leaving behind the open scar of land where nothing grows. So its not only releasing more carbon it is eliminating the forest which might have mitigated some of that release.
I don't think that people realize that if the north warms up the permafrost will melt and we will not have hard dry land available to move on to it will be for the most part swamp and bog that generates disease spreading mosquitoes. Then the usual insecticide will be sprayed and so on and so on and so on.
At some point an adult is going to have to say; "Stop, we have to figure out something that is less harmful and until then we are just going to have to deal with not having what we want when we want it."

Obama has indeed taken a lot of flack on this subject for Trudeau by halting the keystone pipeline. Now that Obama is gone, Trudeau has to be judged on his own feet. And with an "uncooperating" Trump on this topic, he'll take on more heat.
That said, I don't think what Trudeau has said is unreasonable. It's not a turnkey solution. While we all want to do right by the environment, the economy has to survive it too. A phased approach is the right way to go, as long as progress is made on continuously. Throttling it by turnkey regulatory measures can be very disruptive, upending not just industry and people's livelihood.

A couple realties. One, yes we no longer need Canadian heavy oil. Two, numerous US refineries are tooled to refine heavy oil. Three, Esso Canada, one of the biggest oil sands producers, is owned by Exxon. Canada select as it is called, is heavily discounted, and by design the Canadians have driven down their currency. In the end, if Keystone never is completed, 600,000 barrels of oil per day will remain in the ground. Canadians ship no oil from west to eastern Canada, they have no cross country pipelines.

While Canada has long had the reputation of being a socially progressive country, its environmental and wildlife policies are arguably just as reactionary as America's. Whether the issue is support for the fossil fuel industry, over-fishing, the clear cutting of old growth forests, the trophy hunting of bears or the slaughter of harp seals for the fur industry, Canada's government doesn't have much too be proud of in the environmental realm. Oil sands are made of bitumen which is a naturally occurring substance that has been coming to the surface in northern Alberta for millions of years. The Cree used it to waterproof their canoes which were essential to their survival. Bitumen needs more refining than sweeter varieties of crude and is mixed with a thinning agent to make it transportable by pipelines. The energy we humans get from oil is the only one that allows transportation of food and the other products that support our lives on a large enough scale to keep our species supplied with what we need for life on the planet unless we want to go back to horses and sails for which there are too many people on the planet. It would have been much better had we humans become aware of and dealt with the problem of global warming sooner but alas we are very poor stewards of our planet and are behind in what must be done. We can't just stop using fossil fuels.

The Keystone pipeline will transport Canadian oil to the U.S., providing Canada with a market and a massive amount of revenue. Selling that same oil to China via ship transport would be infinitely more costly and would reduce revenue. Trudeau will make the decision that brings the maximum economic benefit to Canada. Simultaneously he will claim to be a caring environmentalist by falsely claiming that wind and solar can replace fossil fuels to pander to his left leaning voters. It's what hypocrites do.

Not to mention that, in 2011, Canada jumped from 15th to 12th largest exporter of military hardware in the world, including selling to the Middle East, specifically Saudi Arabia, where many Muslim terrorists come from.
So for all his symbolic actions like having a diverse cabinet, speaking in different languages, his lofty rhetoric on the First Nations peoples, his approval of various pipeline projects including the Keystone XL exposes his neoliberal nod to multiculturalism as long as it doesn't interfere with corporate profits. What upsets me most about this is our treatment of Native Americans. Without them we wouldn’t be writing about this at all. Yes, there are environmental concerns with the pipeline. But there are host of other more serious and deadly problems we are facing with our environment.

You have the Keystone XL Pipeline confused with the Dakota Access Pipeline. However,the Dakota Access Pipeline protestors aren’t representative of Native America. For every Native American protesting the pipeline, thousands of Native Americans are accepting oil and gas leases and drawing oil and gas royalties. The pipeline protestors aren’t even representative of North Dakota’s tribal people. North Dakota’s Fort Berthold Reservation has more than 1,700 oil and gas leases. Since drilling began in the Bakken Formation a few year ago, these leases have generated more than $80 million in Indian Bureau bonus payments to the Mandan, Hidatsa, and Arikara, the tribes the Sioux pushed off their land in the mid-1700s. Today, they are known as the Three Affiliated Tribes. Unsatisfied with lease and royalty revenue, the three tribes recently formed their own oil and gas production company named Missouri River Resources. It began drilling wells in 2015 and is now producing 1,000 barrels per day. It recently brought up leases on 3,000 acres alongside the Missouri River.

How about building a pipeline across Canada to BC, build a refinery there, and ship it off to China. An alternative would be to pipe it across to the Maritime provinces, or Quebec, refine it, and ship it to Europe. Why do we have to allow the shipment of this extremely dirty and volatile product across our pristine lands to be shipped overseas? It is of no benefit to US!

Unfortunately, at this point it seems the minority rules in our country. And the minority will do absolutely anything for a temporary job, even if it means endangering the aquifers they depend on and polluting the air folks downstream by the refineries breathe. We'll see if TransCanada actually builds it after formalizing permission to. With the new Permian shale basin profitable at U$35/bbl and the world price in the mid-U$50s it hardly makes sense to spend U$ billions to ship $75/bbl Alberta tar in solvent-diluted bitumen thousands of miles to ship it out of Louisiana. Even our pending Canadian Trump, Kevin O'Leary, was skeptical of the economics in a recent financial news interview.

Enbridge, a Canadian company, has a pipeline under the Straits of Mackinac where Lake Michigan and Lake Huron meet. Imagine what an oil spill into Lake Michigan and Lake Huron might mean. This news is disturbing, not for the usual environmental reasons, but for the fact that it will be business as usual between Canada and the U. S. under Trump. Despite the fact that 3/4 of our exports go to the U.S., we Canadians have always felt secure about this economic vulnerability because we are, well, friends, partners in NATO, with a shared ethos, common interests, and so on. But this security is only imagined, as the bared teeth of one of America's best, most progressive President's has shown us in recent years in our NAFTA disagreements (think softwood lumber issues). What Trump threatens to show us is the true face of this relationship, that is is based solely on national self interest, friendship be damned. He feels the same way about us as he does about Sri Lanka, Portugal or Mexico, and that is how it should be, how Canada also feels. What Trump could do for us is to drive us out of this false comfort zone, to really push the diversification of our export markets, to finally do something about this lopsided arrangement with America. Smiling in the face of the Keystone XL decision, however, is not a good start.

If you are looking for intelligent energy thought and policies Trudeau is not the place to go. Energy policies (renewables) in Canada are close to putting me out of business. I have a small business dependent on electricity (freezers). 2015 my electricity bill was $1700 per month, 2016 it was $2800 per month. What has this got to do with pipelines you ask. It is the ridiculous settled science mantra re climate change, oil and hydrocarbons are bad. Climate change is all about money. If you go along with climate change dogma you will get funded.

Uranium and thorium ores are plentiful in Canada. Canada would do well to replace its dead-end oil sands business with clean carbon-free nuclear domestic power and fuel export.

And why should Canada be limited to exporting fuel? Why not export electricity produced in part from domestic nuclear power plants? As we now do. Your comment also implies that oil only serves to produce electricity. In this country that is far from the truth. Oil is used primarily for transportation, and it competes with natural gas in the under-boiler market. It is also a petrochemical feedstock. We use very little oil for electricity production.
Any attempt to block the pipeline is extremely shortsighted. The oil is going to be pumped from the ground regardless - so do you want it transported by rail or trucks, or by the safest, most efficient way possible, a pipeline?

After 40 years of gross mismanagement by the inept and corrupt conservatives, the province of Alberta is held hostage by the price of oil, in large part due to the failure of the government to diversify the economy, so many Albertans think that if we just built pipelines everyone would be employed. We all know that there is a glut of oil on the world market, growth is slowing, when Trump guts environmental laws and opens up drilling in the states this will put more downward pressure on the price of oil, so the oil sands won't be profitable. No one seems to worry about the environmental costs of the oil sands, but the downward price of oil and the efforts to get pension funds to divest their oil stocks, coupled with the increase in alternative energy will result in the oil sands eventually being phased out or diminished. Trudeau knows this but he shouldn't have come out and said it like it did. Trudeau's approval of the KM pipeline will cost him the next election as he has lost his voting base in BC. Furthermore his refusal to crack down on money laundering through Canadian real estate is making it increasingly unafordable for young Canadians to buy a home, so this will further alienate his base.

I just get the feeling that by the time this pipeline is built that tar sand oil will be too expensive to get out of the ground and the world will have moved on to other energy sources that are cheaper and cleaner. It seems like a "old" world idea

Maybe the time has come that Canada needs to have an explicit hydrocarbons sector development policy and not depend on the US to make our tough decisions for us. A fundamental principle in this policy should be to depoliticize decisions over construction permits for pipelines. In the era preceding Brian Mulroney we had an independent regulatory agency charged with that responsibility. Mulroney crippled it, Harper likewise, and now Canada lacks the institutional capacity to dispassionately implement project analysis, hold public hearings that count and make decisions on that basis. This needs to be reversed. Projects like this really need to be decided based on criteria such as compliance with pipeline safety and environmental standards, affected community acceptance and economic feasibility, followed by a decision of the Energy Board that the Government can only challenge on matters of law and due process. I really wonder whether this project could even survive a rigorous economic feasibility test at today's and expected oil and gas prices, including the risk analyses that would determine whether it is sufficiently robust to adverse behaviour of key factors influencing viability - for example, real cost risk and future oil price uncertainty. Trump's "gift" to the industry may just be a hollow illusion.

Isn't the Keystone pipeline a major contradiction to Trump's energy and jobs programs? While building the pipeline may create some US jobs, they will be temporary. Doesn't this pipeline create jobs for Canadians at the expense of US oil production? While Trump is dropping regulations to spur on the US oil industry this pipeline just delivers dirty Canadian oil to our ports. Sounds like we would be better off not building the pipeline, pump our own oil and prevent the environmental impact that the pipeline will create.

And if there is a glut of US produced oil, the jobs you are talking about are already there. Shipping oil from Canada for export doesn't add to those jobs in any meaningful way, does it? (Although I suppose there may be some jobs created in environmental clean-up when the pipe leaks.) In addition, technological advances mean that oil refining and any manufacturing that results from oil-derived production of plastics and the like, will probably not result in that many jobs anyway.

Since the time of the Keystone rejection, the Chinese have been sniffing around Canada, especially from the time Trudeau took office, to offer all sorts of deals and monies for construction and improvement of Canada's natural resource industry. This proposed pipeline ...would it have been able to withstand the Fires.. Tornados.. and flooding that have affected different parts of the country without damage that would result in further catastrophic environmental problems..??...I suppose Trump would argue that even if that happened ...the subsequent cleanup would create good jobs !!

The Canadian Liberal government has supported construction of the Keystone pipeline since it took office, as do a majority of Canadians. Keystone will provide a route to heavy oil refineries on the Gulf Coast which are presently underutilized because of the drop of shipments from Venezuela. From the Canadian perspective, they are the only economical means for refining Alberta heavy oil. While two pipelines have been approved to the Canadian West Coast, they will primarily serve the light oil and LNG industries. Keystone does make sense, both for Canada and the US who have been partners for many years in this venture. Canada is committed to developing and marketing its resources in a responsible way to strengthen the economy which will allow us to develop cleaner and more efficient energy sources and to protect our environment.

Putting aside the environmental disasters like from such a project (oil pipelines leak with alarming frequency, and we HAVE to get off the oil bandwagon for so many reasons) - what is in it for US if Keystone is built? Canadian oil going to refineries on the Gulf for export to other countries. All that is in it for us is what the refineries earn, and meanwhile we bear the price of the leakages which WILL happen. This is crazy when you look at it from any angle.

The Keystone buzz word is just that, but the joke may be on the oil companies spending this money to only find that renewables continue to undercut them. The world still uses and needs oil, no one has yet found a market-ready, viable replacement. Does anyone believe that without the pipeline the oil will stay in the ground? No, it will be moved by heavy polluters like trucks, trains and barges to its destination. There are thousands of miles of pipeline throughout the United States that safely carry products to market without additional pollution.

We want to. The reality is, however, that Alberta, under decades of conservative rule has an economy based basically on one thing: oil. Their last election returned NDPs (left wingers); it coincided with the collapse in the price of oil, massive floods and the catastrophic fire in Ft. McMurray. As it goes, conservatives blame the NDP for these "natural" disasters. The NDP is working hard trying to diversify the economy, green tech, and address climate change but, obviously, they can't do it overnight. It truly is a balancing act. Whether Keystone goes ahead or not, the tar sands will pump & ship by rail. We can only hope that our Federal Liberals and the NDP in Alberta stay in power because if the conservatives win again then we will take big step backwards. I'm to the point I'm scared to criticize the Liberals/NDP because if progress on climate change is going to continue, it's Liberals/NDP who will do it, not the conservatives. Trudeau is under increasing pressure here: if America is going to substantially increase drilling, scrap environmental regs, opt out of the Paris Accord what's the point of Canada trying to meet our commitments and price ourselves out of the market: argument framed for those in need of jobs/will vote conservative to get them. FYI that oil comes from the oil sands which are mined with large ore trucks. The majority of fracking that occurs in Canada is to capture natural gas, not crude oil. Fracking as a practice should be banned as it is poisoning our aquifers that will take thousands of years before they are usable again. Without water, there is no life, so how stupid are we being?
KXL is less important now in terms of market access for Canadian resources. The resource has been land-locked and captive to US markets. US refiners (think Koch in the mid-West) have had access to a lower cost feed stock than global markets. The approval of TMEP and option of the Energy East have alleviated this and will gain new markets to Canada.
KXL will actually make a safer, more long term logistics option (rather than truck, rail). It also serves US producers in the northern border states.

If this is so safe and so important to Canada then why don't they build their own pipeline to their own BC port or to the east coast? Less distance then going all the way to the US Gulf coast. This should be stopped ow no matter what. Why run it through the USA? Do not expect much of the discussion on KXL to be rational. Canada has already doubled its oil sands shipments to the USA with rail. KXL is a symbol for the environmental/NGO complex and they will rail against it come hell or high water. Canadians don't really care about the environment. They still move into bigger houses with more windows and saunas, build outdoor gas fireplaces and swimming pools, and buy F150s and RAMs. Did I mention that we like our overseas vacations and bottled water? Sandra, Canada has plans to build pipelines to both coasts - to access global markets and improve the price they receive. The KXL is not for export markets - but to ship lower cost crudes to the Gulf Coast refineries with the main beneficiaries being the US majors - it will also carry production from the northern US.

I could be wrong but it's my impression that this pipeline poses risk to the environment and the people who live anywhere near it. Furthermore, it does not seem necessary to transport very very dirty crude to refineries near Houston which will then transship the final product to other countries, especially when we still need to import oil to the U.S. And the many construction jobs Trump touts are temporary. Prior reporting indicates that when the pipeline is completed only fifty permanent jobs will be created but a lot of wealth will be created for an extremely small number of the already wealthy. If a complete environmental study has not been completed, it needs to be. In the meantime, I'm joining the Sierra Club because it seems the most practical way for the average person to push back at Daddy Warbucks Trump and the fossil fuel industry.

Ask the Sierra Club how they reconcile opposing the pipelines while promoting "sustainable" ecotours, via air travel, to all corners of the planet. How can you suck on the pipelines and promote its burn while saying how bad it is for the earth? Is this not how our mutual cognitive dissonance keeps the oil flowing?
That tar sands crude is "heavy" (not dirty) means that it requires different catalysis, reaction vessels and processes to refine into gasoline, ethylene, propylene etc. We already do this with Venezuelan and Saudi crude. One of the benefits of heavier crudes is that you get more byproducts like asphalt and waxes, all of which have economic value.
