"Acting" titles, as with all of Trump's "acting" staff and cabinet members, are a ploy to avoid Senate confirmation and accountability. It is not incompetence or procrastination. It is a government version of the trend in business to hire temps or independent contractors so that you can be cheap and dismiss them with impunity. It is a very intentional way to create insecurity and impermanence, both of which make people vulnerable and susceptible to bullying.

Spineless people representing the GOP, both elected and appointed by Trump, who are unwilling to level with the American people, or otherwise just not willing to do the right thing in general, is why our democracy, after a long and steady descent is now in a nosedive.
I question the motive of Mulvaney here (like Barr the other day accusing Trump of not letting him do his job) in part because why would he reveal now that he "daily disagrees with Trump" and reveal some GOP tactics in a way it could be revealed publicly.
Is he about to lose his job? Is the White House trying to make it look like they aren't trying to become a dictatorship?
Either way, I wouldn't trust Mulvaney.

There is partisanship regarding the deficit and there is the truth about the deficit. They have become unrelated issues. The 2008 financial crisis taught both parties that fiscal responsibility doesn't matter when the Treasury can print unlimited amounts of money without inflation. The lesson will bite us eventually. Deficits are now just another political weapon to hammer the opposition. Neither party takes them seriously.
