I think it's interesting that he only had the job for a total of about 5 years and not consecutively yet he gets credit for single handedly saving NYC from marauding hoards. It goes to show how great PR can spin anything. Maybe he can coach Trump?
1
Only two and a half years at the top??? And why such a quick exit?? Questions not answered in this article.
1
He finally got sick of de Blasio. Watch the crime rate skyrocket.
2
Take a closer look at the enclosed charts which show a stunning drop in crime rates since the early 90's. Bratton likely helped in this regard, but overall it seems we have less to fear than what was exclaimed in Cleveland a few weeks ago.
NYT writers may have missed the bigger point: For NYC murder rates, note the decline: when Mayor Giuliani was in office. Note the INCREASE prior to that: when Mayor Dinkens was in office. I think the numbers speak more to Mayoral leadership (or lack thereof) than Mr Bratton's prows - as respectable as he indeed his. That aid...best wishes to Commsr B and best wishes to incoming commissioner O'neil

I have been doing quantitative empirical criminology since 1973.
Broken windows policing certainly seems to work, DON'T let the small stuff slide.
The loudest voices cheering Mr Bratton's departure oppose this enforcement: why do people want to foul their own nests?
.... something about higher crime rates in black nabes being racist
SO now these objectors will get their desires, "be careful what you ask for"

Hereabouts inside the fortress of white privilege, if locals don't like enforcement of these laws, CHANGE THEM, that's how democracy works
Instead they police-bash, kill cops, and each other, then blame cops for doing their jobs
The locals should do THEIR job, cite legislative change, a good exercise in democracy
"We hereby declare that the following are no longer crimes or administrative code violations
- public urination,
public alcohol ingestion,
riding of bicycles on sidewalks,
loud radios and cars,
equipment violations in cars,
improper paper work,
suspended driver licenses,
lapsed insurance and registration,
warrants for missed court appearances,
fare beating in the subways,
begging and pestering in the subways,
noise pretending to be entertainment
Maybe the $1M+ coops/ condos/ commercial development in Harlem can join the rewrites of these laws
= =
Instead, locals want NYPD to pick and choose which laws to enforce
Dangerous precedent
As for the imperial Commish? He works for the mayor, don't like the Commish? blame the mayor

Clearly reelection move by the mayor

Thank you Mr. Bratton,
You have served the City of New York and its citizens well.
You have served the City of New York and its citizens well.
3
Guiliani recently showed his true colors. I expect Bratton to fully unleash as well soon and people can truly understand how these people 'serve' NY, their true stances and how it plays out through the system onto the people of NYC
Ritchie Torres comments show his ignorance of the importance of strong leadership in the uniformed branch without which the service would be rendered powerless in its effective performance of the duties of this most important component of cvil society which all citizens without exception should support.
1
Bill Bratton became a cop in Boston in 1970, the year that I started in another major east coast city. It was a tumultuous, violent time and the academics of "police science" were becoming prominent as many entities, public and private, sought to redefine the way policing was done. Bratton was one of the new guard who seized the day and made major contributions to the positive development of the craft. Policing is never easy, and the critics can be grossly uninformed and not constructive. Fortunately, police executives such as Bratton withstand the slings and arrows and try to implement the changes that need to be made.
3
"Lock step," interesting choice of words.
Happy Retirement Billy Beans! You managed to give some legitimacy to Mayor Bill's administration. You gave the guys smart phones that give cops access to information in a quick and easy way. You helped get new ballistic vests for the department, when most of the ones in service were years out of warranty. And you told Donald Trump that he was not welcome to address the 4 to 12 roll call. There's a lot to be thankful for.
8
Bratton's career also included chief of NYC transit police 1990-92, during an era of high crime and oversaw a significant reduction in subway crime. That success led to his eventual appointment to PC by Giuliani.
Credit due to Giuliani, (a rare success) for his choice of Bratton, but Bratton deserved the lion's share of credit. He brought in Jack Maple and introduced the CompStat system to track crimes.

While Bratton is definitely a small improvement over Kelly he still terrorized my neighborhood. He said that the NYPD didn't owe an apology over stonewall. Let's hope his replacement reads the constitution and allows New Yorkers to protest. I think a lot of the commenters here don't live in neighborhoods where the police treat everyday citizens like criminals. Having respect for NYPD is not a privilege I have been afforded.
4
Mark, lawful protest and advocacy cannot and must not be denied but neither should citizens be denied their right to enjoy the enforcement of law and order, especially in the protection of life and property, PERIOD.

It is rare to hear about a public service official getting recognized in the news as their jobs are seens as ubiquitous, but the retiring of New York City Police Department Commissioner, William Bratton, is a special exception. Without surrendering to the stereotypes of the whole, he was able to effectively enact change in areas of the world where crime was very prevalent while also serving as the voice for police officers.
Unlike most commissioners who try to remain politically silent as to not offend any of their constituents, Bratton has actively repudiated Trump’s comments about Muslim Americans and their danger to society. Moreover, he asked Trump to investigate any of these allegations against the 1,000 Muslim Americans that work for his force, a very bold and respectable move on his part.
Throughout his tenure he has taken upon highly dangerous roles and reformed them to reduce crime in many areas. After the 1992 Los Angeles riots, a great stigma was placed upon the police force and Bratton was able to reduce crime and alter the general mindset towards the police. His 45 years of service from Los Angeles to Boston are immeasurable and he will surely be missed.

Another defection from an incompetent mayor's team.

We have had, for months, two police officers patrolling a corner that has seen two drug-related murders. The neighborhood is very glad to see them there. It's much quieter nowadays. The cops stand between warring drug gangs and the rest of us.
It's a pity that law-abiding black men get hassled, but if keeping an eye on some black men is what it takes to keep black senior-citizens and mothers and children safe, and safe to go in and out of their apartment buildings, perhaps that's the way it has to be.

Bill Bratton, during his term as Police Commissioner under de Blasio, oversaw the phasing out of stop-and-frisk as an NYPD tactic, per federal court order. In 2014, he said that he had come to understand the racially disparate impact of the practice, and was glad to see it come to an end.

Thanks for an old news report Ted.
With Bratton resigning and his counterpart on the West Cost Lee Baca facing Prison time- I say GOOD RIDDANCE. Time for new thinking about what civilian policing is and what it should be. He'll make more money in the private sector anyway; he can clean up *Consulting* police departments or join a Think-tank.

Bratton exemplifies of all that is wrong with the police. The “us against them” mindset where the police can do no wrong and are never held accountable. His approach to policing is to repress by force of arms.
There will be inevitable confrontations, shootings that end in death. The latest a Korryn Gaines a 23-year old African American who was cradling her 5 year old son when shot. The standoff took hours yet the confrontation and killing was not recorded, is not on the record, and all we have to go on is a “he said she said” story. It seems in Baltimore no one is ever responsible for death and never the police. Since we will never know what really happened and fashion solutions.
It is the way that we deal with the results of the shootings, whether black or white, that matters. Unless we change it will continue more of the same. See my comments of today: “Dollars and Death: Black and White Lives Matters” at

Hopefully now we'll have a Commissioner and police force that is accountable to the Mayor, whoever that Mayor happens to be.
Later gator ! Giuliani played a major role in cleaning up that city .
1
can de blahsio leave now too --- worst mayor in the history of civilization
10
This is clearly driven, at least in part, by events of the past couple of days - specifically, De Blasio's non-response to the "activists" who demanded that Bratton step down. Anyone who is familiar with New York administrative politics (or with urban administrative politics in general) picked up on this pretty quickly. It's How Things Work. Embattled but effective underling, on whom an unappreciative superior depends, reaches the end of his/her rope and leaves for greener pastures.
And the Times, for various CYA-related reasons, sees nothing.

Mayor is the one who need to quit..this liberal lefty must have driven Bratton out of office.. earlier Bratton planned to leave only after the mayoral elections..

Police Commissioner Bratton is a compassionate lover of justice and a fact-based leader of police. I hope in this retirement period he can find time to become the boy he was and visit old Ft. Ticonderoga as he did so many years ago and feel the French, the British and Indian ghosts that possess that area. I am of about the same age as Mr. Bratton and I visited that area probably about the same time that he did with my parents and my brother and sister. There is in my family someone who seeks to join the police department. I hope one day to again visit that place with that young man who is my son. Mr. Bratton and professionals like him are models I hope my son can follow. Good luck and be happy Mr. Bratton and thank you for your work for all of us. Whatever the human imperfections of our NYPD...today it is something to be proud of. -Rudy

This is terrible news. As the protesters rage, I thank him for the countless black, white, and all the other lives he saved! The good outweighs the bad, far and away.
21
I certainly hope we don't go back to the bad old days of the '70's, 80's, and 90's when the streets were filled with panhandlers, prostitutes and crime. I left in 1989 for that reason, and hope to return now that NYC is once again the shining Big Apple it was meant to be. Thank you Bill for doing your part in NY's renaissance.
9
I wish he would stay until Oct. 1. Just to get through the 9/11 15th anniversary. I have the utmost confidence in NYPD no matter what; it's just that time is extra-volatile, and being a 'milestone' anniversary, that area especially will be busier, and more attended than some other years. Add in the volatility of the election timing ... everyone will need to be extra attentive.
I know it will be a seamless transition, as much as anything can be, so: great job Mr. Bratton, and thank you.
sincerely,
a 9/11 family member.

WOW...! The wrong person is stepping down. What a loss for New York and the boroughs.
37
An impossible job -- not only the scale, but the police unions, court-mandated watchdogs, accusations of arrest quotas, horrors at Rikers, a Federal government that seems to be run amok by the NRA, an antiquated subway system (now under NYPD's eye), accusations of cooking the crime rate and a mediocre-on-his-best-day boss (and long-rumored friction with his wife) made this job politically impossible too. Thank you for your past service when you modernized the management of the NYPD to your current work, when City Hall could use all the management it can get.
23
Bratton said that women should use the buddy system (1/12/16) and that rappers were thugs (5/26/16). Remember when those three commanders got arrested (6/20/16). Time for someone new.
5
Bratton retiring at age 68 to take another job in the private sector. Do any of these high ranking people in society ever just retire and smell the roses? How much money does one need? Can't they leave some of these jobs for the young? When is enough enough? Cemeteries are full of irreplaceable men.
14
Maybe, finally, Bill Bratton can get the job done without having to play political games and would find a position at the top to be exciting and fun. Some people never want to retire, because they love their work.
4
Bratton IMHO is leaving because he has had enough of DeBlasio and the Mayor's policies.DeBlasio will appoint some third rate "politically correct" clown to the job and crime will skyrocket in NY City.
11
I'll be honest. I don't like de Blasio. He has been a failed mayor for a myriad of reasons. He forced me to break a promise never to vote for a Republican. The ONE thing good that de Blasio did was to appoint Bill Bratton as Police Commissioner and I wish his successor the best.
I also sincerely hope that the mayor is a one-termer! The City of NY cannot stand another de Blasio term.

Brought you by Bloomberg!
Meaning what? Ray Kelly was chief of police under Bloomberg. Bratton was originally chief of police under Giuliani, and I thank him and Bratton for saving many lives and making NYC probably the safest large city in America.

Bloomberg = Excellence

While I truly wish the new commissioner well, we'd do well to recognize that the only thing standing between the mayor (who campaigned on the issue of alleged police abuses) the rank and file cops and chaos is/was Bill Bratton.
In this age of stereo typing an entire profession, some even based on fictitious events hundreds or even thousands of miles away, the cops recognized that Bratton 'had their backs'. That this practice continues will be critical to all efforts toward effective enforcement and needed reform.

You can disagree with Mayor Bill de Blasio on politics. He is a progressive with many Wall Street, Hedge fund enemies and he is sabotaged by Albany. But you can not say our mayor has not supported fully our police commissioner. They have been very close. They are real friends.
The demagoguery from a certain police union leader has been unhelpful in maintaining high standards of our NYPD. It has not been helpful creating healthy community-police relations. Bill Bratton has done a good job in spite this. And the police must know that not only does Bratton have their backs...but also our mayor. -Rudy

What a nice "story" (accompanying video a sure bet to win “most awkward” category at the awards show). It would have been interesting to learn more about Mayor deBlasio's lack of genuine support for the Commissioner - the made for TV support fooled no one. The Mayor's wife never lost an opportunity to tear Mr. Bratton down, and as we were all made aware, this mayoralty was a "partnership." Mr. Bratton was the best thing Mayor deBlasio brought to his administration, and I’m very sorry to see him go. I bet indeed the relationship was "intense."
I’m confident the interim Commissioner will keep up safe, but statements like this really make me wonder: “Will Mr. de Blasio lose support among black and Hispanic voters for once again appointing a commissioner who is white, passing over potential candidates of color both inside the department and outside of it?” My hope is certainly that the position of Commissioner goes to the best-qualified candidate, regardless of color.

In a few years as the current leadership passes away the truth will come out as it always dose. Just as a better understanding of the methods used in the 1950's and 1960's. Mr. Bratton will be seen as having good intentions but flawed. He allowed Mr. Lynch of the PBA to abuse the public and the mayor too often and after the Eric Garner case acted with slowness and reluctance when the PBA used the incident to bully contract negotiations. The NYPD is by every standard a superb organization but has too often used abusive behavior to cover violence and blatant bigotry. Mr. Bratton set a tone of hesitation and others used it to make mischief.
7
reply to David Fairbanks: An organization cannot be "A superb organization" and simultaneously use "Abusive Behavior to cover violence and blatant bigotry".
Commissioner Bratton has consistently, and forcefully, repudiated Trump's ignorant attacks on Muslim Americans. When the GOP standard bearer ranted about "looking closely" anywhere "they" congregated, Mr. Bratton invited him to investigate the NYC police force, which employs 1,000 Muslim officers.
For that, and for his remarkable service, he has my thanks.

A loss for the New York City Police Department and our city as a whole. A great leader is moving on
25
good news and long overdue, an opportunity to do some house cleaning at the nypd and do away with the silly 'broken windiwss' policing.
5
Let the windows be shattered! Let's do it up 1970's style.
6
I left because of all the graffiti, "broken windows", squeegee men, panhandlers, prostitutes, hustlers, homeless and all that brings like vomit (and worse) in the doorways.....Thanks to Giuliani, Bloomberg and Bratton, the City is once more a fabulous place to visit and a great place to live. I'm heading back there some day. Unless, of course, it goes downhill again....
4
I think we have bigger problems than broken windows these days. Broken windows were just a symptom anyway don't thin it's about time to address the root cause of inner city neglect and poverty?
One thing Giuliani said- that nobody dares to say to BLM or Deblasio-
Cops have issues and that is a given, any group of 35,000 individuals will have bad seeds- BUT the handful or so of incidents where excessive force might have been used are a TINY fraction compared to the number of crimes and calls taken. While every life matters including blacks-
Has any of these ignorant protesters thanked the NYPD for the number of lives saved? 3,000 less murders a year now 20 years later- on avergae 1,000 murders less per year x 20 years= 20,000 lives and if 70% of them are minorities = then their policies saved 14,000 BLACK LIVES !!!!!!!!
I know this does not fit into the progressive agenda but its a fact= and the MEDIA NEVER gives these numbers out- only jumping on bandwagons when a handful or incidents that are suspect come up.

Giuliani behaved like a lunatic at the Republican National Convention. Besides, more people than just Rudy have, over the years, thanked Mr. Bratton.
As have I.
New Yorkers know that the NYPD has thwarted terrorist attacks. Because of our highly trained, hard-working police officers, we have since Sept. 11 escaped further mayhem.
And most of us New Yorkers are very well aware of the fact that when our cops respond to 911 calls, they might find themselves up against people wielding guns. Or knives.
But don't mention Giuliani in the same breath as Bratton. The two men are very different.

It has been said that any NYC cop who ever worked at least a single shift in a predominantly minority neighborhood has done more for black people than Al Sharpton or Jesse Jackson have in their lifetimes. Much of the "noise" coming from those who get their names in the paper and their faces on television only represent their own interests. The majority of every neighborhood want safe, orderly surroundings, despite what some would have you believe.
4
Bratton performed miracles. He brought and later kept crime low in NYC, he avoided huge blowups with misguided BLM followers, and he somehow did this while acceding to the wrong-headed, racist-pandering policing directives of DeBlasio and the even-worse City Council.
We New Yorkers owe a parade of heartfelt thanks to Giuliani, Bloomberg, Kelly and Bratton. They did the impossible, and the impossibly great, for NYC. All of us in NYC owe so much to these four great leaders.
* * *
But what next? Can Chief O'Neill keep this going? He certainly has our best wishes. We all depend on him. Best of luck, Chief, and don't let us down !!

I know you're not allowed to say the emperor is naked, but there's no other judgment for Bratton.
Either he ended crime under Dinkins or else he's a fraud.
Either he ended crime under Rudy or else he's a fraud.
If he didn't end crime (almost completely) under De Blasio, then Bratton's a fraud.
"I only have the largest police budget in all human history and the largest police force in all human history... how can you expect me to get the job done?"
"I've only done this job 3 different times. How am I supposed to know how to stop 99% of crime?"
This con artist said marijuana was the #1 crime in NYC.
This con artist said if you bust someone for smoking pot, you automatically stop real crime (cuz, by arresting the pot smoker, you sent a message - "Broken Windows" -- that we will catch you if you try to murder your girlfriend, so don't even try).
100% of the press said "that makes a lot of sense! if you bust someone for an open beer, that will tell them not to rob anyone!".
(Really? It didn't even stop the pot smokers and beer drinkers from continuing those crimes!)
(Also, if Broken Windows was 1% real, they'd have targeted jaywalking. If you see someone jaywalk without police busting them, that sends a clear message: UNbroken windows. No one is fighting crime.)
Stop playing dumb, everyone.
If the MSM says it, the opposite is almost always true.

I am okay with "broken windows." When the cops arrested a dozen drug dealers last year, most of the public urination, garbage tossing, and loitering (with the smell of skunk marijuana thick in the air, and with the attendant spitting that seems to come out of throats like vomit) stopped.
And I don't see 10-year-olds running drugs for these guys anymore either.

Ray Kelly and Bill Bratton brought about the safest NYC in history, and progressive claimed credit for their success while casting them as racist bullies.
Now de Blasio will decide the future of NYC- will he protect honest citizens or will he cave to radicals?
Sadly, the liberal elite won't have to live with the consequences of this decision, because they live in buildings protected by security.
Let's hope de Blasio learned from the past and appoints someone just as competent as Kelly and Bratton!

If Bratton wants this to be his legacy than good riddance to him. He's no friend of the people--and probably never was
