It's quite ironic that crooked Chinese live overseas including in America - to avoid trials in their own country. And most of these crooked have no fear of being extradited because no one trusts Chinese judicial system. Here this crook is being protected by China because he is ethnic Chinese - more as a political bargain - perhaps for it's "belt and road" diplomacy.
