When building or renovating kitchens in apartment buildings, include trash disposal as part of the design. It's a little more expensive, but build in a pullout trash/recycling center with compartments for trash, metals/glass, paper, etc. Make it easy to sort the trash in the apartment and it will be easier to keep people recycling in the trash room. Most apartments don't include a trash can.
It's the buildings that are on the worst landlord list year after year after year that are a problem. The residents surely would like to recycle but what are you going to do when your landlord/owner of the building doesn't care and neither does the managing agent.
