Start by supporting your local art students at the High School, the library's Art fair, seek out those creative people in your community and collect their works.
You don't need to mortgage your life away in the process.

The “installment plan”? How about the “founding a real estate and development corporation plan”? Disappointed in this article’s misleading title. The people got rich and collect art. The only installment plan was for one painting bought in 1974.
